In 2022, the number of serious road injuries in the Netherlands was estimated at 8,300. That number is about 1,500 (over 20%) higher than the 2021 number and also slightly higher than was to be expected considering the upward trend through 2019.

In 2022, there were 745 road deaths in the Netherlands, 163 more than in 2021. This implies that the number of road deaths reverted to pre-2009 levels.

The social costs of road crashes in the Netherlands in 2020 are estimated at € 27 billion (between € 15 and € 36 billion). This is significantly higher than other traffic-related social costs such as traffic congestion (€ 3.5 to € 4.6 billion) and environmental damage (€ 7.3 billion).

In 2020, over a quarter of the total number of bicycle kilometres were cycled on pedelecs; particularly the over-65s opt for pedelecs. This is also borne out by the crash figures: in 2019 and 2020, almost one in three of the cyclist fatalities was a pedelec rider.

A light electric vehicle (LEV) is a light, electrically powered vehicle to travel relatively short distances. Most electric vehicles cannot be used on public roads in the Netherlands, whereas in many other European countries this is permitted. Not much is known about the safety of LEVs since large-scale, systematic research is hardly available.

This fact sheet considers road safety in the Netherlands from an international perspective. The number of serious road injuries is hard to compare to numbers in other countries, so we almost exclusively focus on the number of road deaths. For the Netherlands, we use the actual number of road deaths provided by Statistics Netherlands; i.e. the numbers adjusted for underregistration. We made this choice because the number of casualties among cyclists in the Netherlands is relatively high and it is these crashes that are by no means always registered.

This fact sheet concerns mobility scooters, enclosed disability vehicles (such as the Dutch Canta) and microcars. It describes the characteristics of and regulations concerning the different vehicles, their usage and users, the road safety aspects and possible improvement measures.

This fact sheet describes the road safety aspects of public transport and of level crossings – places where road and rail networks intersect. Public transport vehicles comprise buses, trams, light rail vehicles and trains. This fact sheet relates to road casualties involving a public transport vehicle: suicide and casualties caused by a lack of social safety (violence in public transport) are not discussed. Apart from public transport and level crossings, the road safety of taxis is also addressed.

Moped and light-moped riders are at relatively high risk of being a crash casualty. Although there is a trend towards fewer deaths, in the Netherlands, the risk of being killed or seriously injured remains very large compared with other modes of transport. In the Netherlands, helmet use is mandatory for moped riders, but not for light-moped riders. In recent years we have seen a strong increase in the number of light mopeds (especially the scooter model is widely sold), whereas the number of mopeds has been decreasing slightly.
