Traffic congestion occurs when traffic demand exceeds road capacity, or when an incident such as a traffic crash, a vehicle breakdown occurs or temporary roadworks take place, all of which temporarily reduce capacity and restrict traffic flow. Congestion crashes mainly occur at the tail end of a traffic jam. There, the speed of the traffic flow decreases sharply, which coincides with frequent and hard braking, and with a high risk of rear-end crashes.
About one third of the road deaths on Dutch roads occur at intersections. Within the urban area, this amounts to half and outside the urban area to slightly less than a quarter of the road deaths. A roundabout is the safest kind of intersection, because there are fewer conflict zones, because speed is lower, and impact angles are smaller than at a conventional intersection.
This fact sheet describes the road safety aspects of public transport and of level crossings – places where road and rail networks intersect. Public transport vehicles comprise buses, trams, light rail vehicles and trains. This fact sheet relates to road casualties involving a public transport vehicle: suicide and casualties caused by a lack of social safety (violence in public transport) are not discussed. Apart from public transport and level crossings, the road safety of taxis is also addressed.
In the Netherlands, on average, more than 50 people die every year in a submerged vehicle crash. More than two thirds die from drowning. The casualties are mainly car occupants, while cyclist and mobility scooter fatalities are also numerous. Casualties are mostly male and aged 18-24. Despite the large number of casualties, not much is known about possible causes of crashes in which vehicles end up in the water. Foreign studies show that alcohol and drug use, and/or speeding are often involved.
Risky road user behaviour is behaviour that adversely affects road safety, such as driving under the influence of alcohol, drugs or medicines, speeding, inappropriate speed, distracted or fatigued driving, red light negation, and failure to use or misuse means of protection (motorcycle or moped helmet, seatbelt). Younger road users more often display risky behaviour than older road users, and men more often than women.
A safe infrastructure is of vital importance to pedestrians and cyclists. In 2010-2019, 40% of the number of road deaths were pedestrians or cyclists. In 2018, they even made up 69% of the number of seriously injured road users. If pedestrians or cyclists are involved in crashes with motorised vehicles driving faster than 30km/h, they run a significant risk of severe or fatal injuries. The design of residential areas and homezones should therefore ensure that driving speed does not exceed 30km/h.
A pedestrian fall or collision is only a road crash (pedestrian crash) when a moving vehicle is involved. Between 2010 and 2019, an annual average of 59 pedestrians were killed in road crashes. Between 1999 and 2019, the number of pedestrian road deaths dropped by 62%. Crash risk for pedestrians equals that for cyclists, while for (light) moped riders crash risk is 3 to 4 times higher, and for occupants of cars/delivery vans 7 to 8 times lower.
In the Netherlands, a sustainable road safety approach, in which measures in the fields of Engineering, Education and Enforcement (3Es) are complementary, has been used for decades. Enforcement reduces high-risk road user behaviour and is therefore an important component of this safe system approach.
Sustainable Road Safety implies that the traffic environment is designed to rule out serious crashes and to mitigate the severity of the crashes that do happen. The human dimension is the primary focus: man who is vulnerable, makes mistakes and does not abide by the rules. The road environment, vehicles and technology are to offer support and protection in order to make the safety of the traffic system as little dependent on individual actions as possible. Traffic professionals and central government ensure that these conditions are always met and that imperfections are corrected.
In the Netherlands, licence acquisition courses for category B (passenger cars) are concluded by a theoretical and a practical test. Driving lessons are not obligatory, but without them passing the practical test is virtually impossible. For practical reasons, the effectiveness of drivings tests and driver training is hard to assess in a scientific way. A few studies of the effectiveness of theory tests and practical driving tests are indeed available. These do, however, not show a marked relation between crash risk and driving test performance or driver training.
