Abstract

Outsourcing of road operation and maintenance activities to contractors through competitive bidding started in Norway in 2003. The price level was reduced between 10-30 % for contracts subject to competitive bidding compared to earlier when works were carried out through own forces. However, there is a concern within the Norwegian Public Roads Administration (NPRA) related to keeping up the quality of work, the consequences related to roadsafety and road user satisfaction.
