Abstract

It is intended, following enactment of the 1985 transport act, that current oap concessionary fares schemes operated by local authorities would be allowed to continue in much the same manner as in previous years. The main change will involve the removal of discrimination against certain operators and/or types of pensioner. In order that an estimate of the likely effect of the new legislation could be obtained a study was initiated which analysed data on the various schemes in operation to determine the types of concession available, the expenditure per recipient, take-up rates, reimbursement formulae and the effect of deregulation, restrictions on the use of travel concessions etc. the report concludes that whilst 94 per cent of pensioners live in areas where concessionary fares schemes are operated there were wide differences in the type and value of schemes available.
