Abstract

The research programme summarized here examined evidence bearing on the effectiveness of pricing, explored the reasons why local governments have not been willing to apply marginal cost pricing to their streets, and considered additional steps which could be taken to provide policy makers with better information for evaluating policies which would use pricing as a means of reducing urban traffic congestion.
