Abstract

This report presents the results of a study of public/private financing mechanisms for funding highway improvements. The study results include a summary of potential funding mechanisms, their advantages and disadvantages, and examples of their use; a summary of legal issues involved in public/private financing; proposed state enabling legislation and local ordinances that can be used to facilitate public/private funding; and guidelines for implementing public/private highway funding at the state and local levels. Detailed reports on five case studies are also included in the Appendix to this report. Three financing mechanisms are highlighted as particularly promising: special assessment districts, impact fees, and development agreements. The proposed legislation and implementation guidelines deal primarily with these three mechanisms.
