Abstract

The urban accessibility theory is based on an economic and probabilistic model of the town dweller's behaviour, which optimises urban journeys taking into account transport conditions and origin-destination traffic. A quantified index of service is proposed for planning, which is different from the conventional journey time or journey cost indices. This index enables traffic forecasting models to be improved, takes account of generated traffic, and can be used to analyse trends in urban development.
