A toolkit for road pricing projects.

Abstract

The problems incurred by the increase of man's (motorized) mobility often have to be dealt with by local authorities. The responsible authorities have to decide upon how to translate policies into measures that address these traffic problems. Road pricing is one of the measures that has been succesfully applied in a number of situations. However, the ways in which road pricing schemes are implemented show a large degree of variation due to different financial, technical, environmental and legal possibilities and priorities. Through international experience with a number of road pricing projects, for both public and private parties, the Traffic and Telematics team of CMG has gained insight in the space of possiblities for road pricing projects as well as in the way in which policies can best be translated into feasable systems. In this paper we present an overview of the methodology that has been developed at CMG for supporting road pricing project. This methodology consists of a framework which identifies a number of phases of road pricing projects and for each phase in this framework suggests one or more tools which can aid in performing the task that are typically encountered in that phase. This set of tools forms a toolkit which helps organizations that wish to introduce road pricing systems in efficienctiy dealing with a variety of tasks such as the conceptualization, requirement specification and procurement.
