Ontwikkeling van een systeem ter beoordeling van de veiligheid van fietsinfrastructuur

De ANWB heeft het initiatief genomen voor een project om de veiligheid van de fietsinfrastructuur in Nederland – en op termijn ook daarbuiten – te verbeteren: het Safe Cycling Network-project. Het project is mede-geïnspireerd door het internationale European Road Assessment Programme (EuroRAP/iRAP). Het doel is om een expertsysteem te ontwikkelen waarmee wegbeheerders de fietsinfrastructuur (en dus de fietsveiligheid) kunnen beoordelen. Hierbij is het vooral belangrijk om onveilige fietsstructuur proactief in kaart te brengen en aan te pakken. De ANWB heeft de SWOV gevraagd om de wetenschappelijke verantwoording van het project te verzorgen. Dit rapport is daar een verslag van.

Werkwijze

Het systeem is tot stand gekomen als resultaat van een aantal fasen. De eerste fase bestond uit literatuuronderzoek en de raadpleging van fietsveiligheidsexperts (wegbeheerders). Daarbij is vooral gekeken naar het belang van gevaarverhogende factoren voor fietsers. Op basis daarvan is een set van indicatoren voor onveiligheid van fietsinfrastructuur geselecteerd. Vervolgens is bepaald hoe wegbeheerders met deze indicatoren in de praktijk fietsinfrastructuur kunnen beoordelen. In twee gemeenten (Harderwijk en Goes) is in pilotprojecten al praktijkervaring opgedaan met het systeem. Daarnaast is er een belevingsonderzoek uitgevoerd waarbij fietsers de veiligheid van fietsvoorzieningen beoordeelden. Deze nieuwe inzichten vanuit de praktijk hebben de bruikbaarheid van het expertsysteem verbeterd.

Resultaat

Het resultaat van het project is een systeem dat is beschreven in Bijlage A. Om het expertsysteem te kunnen toepassen, is gekozen voor een werkwijze met twee instrumenten. Ten eerste is een checklist (interface) ontwikkeld met indicatoren die van belang zijn voor de veiligheid van fietsinfrastructuur. Ten tweede is een procedure ontwikkeld waarmee wegbeheerders fietsinfrastructuur kunnen beoordelen op basis van de interface en 360 graden-panoramabeelden (van het bedrijf CycloMedia) van fietsinfrastructuur.

Conclusies

Het systeem is in de praktijk bruikbaar gebleken om systematisch gegevens over de veiligheid van fietsinfrastructuur te verzamelen en met elkaar te vergelijken. Het systeem is ook geschikt om locaties te identificeren die (op basis van indicatoren) als onveilig worden beoordeeld.

Verder zal het expertsysteem op de volgende onderdelen moeten worden uitgebreid of ingevuld:

  • Inzicht in de relatie tussen locatie die is beoordeeld als onveilig en de kans op een fietsongeval (validiteit van het systeem). Daarvoor ontbreken veelal gegevens die essentieel zijn, namelijk over:
    • de intensiteit van fietsverkeer (expositie);
    • de locatie, toedracht en gevolgen van fietsongevallen;
    • wegingsfactoren van indicatoren waarmee een eindscore kan worden bepaald voor de veiligheid van fietsinfrastructuur;
    • de mate van validiteit van het expertsysteem: is er samenhang tussen eindscore van locaties en de kans op fietsongevallen op die locaties van de indicatoren bij het voorspellen van de veiligheid (fietsongevallen);
    • formule waarin de indicatoren en wegingsfactoren worden verwerkt tot één eindscore per wegvak (de output van het systeem).
       
  • Kennis over de mate waarin verschillende personen de indicatoren van fietsinfrastructuur vergelijkbaar coderen (betrouwbaarheid).
     
  • Toepassing van het systeem buiten Nederland om ervoor te zorgen dat het ook daar aansluit op de lokale fietsinfrastructuur.

Aanbevelingen

Op basis van de conclusies worden de volgende aanbevelingen gedaan:

  1. Zoek aansluiting bij de EuroRAP-methode.
    Dit biedt de volgende mogelijkheden:
    • kennisuitwisseling ten behoeve van een verdere ontwikkeling van de systematiek;
    • toepassing van het expertsysteem buiten Nederland en aanpassing daarvan aan de daar geldende situatie;
    • beheer van de systematiek waardoor het mogelijk is om onderzoeksresultaten te vergelijken (binnen en buiten Nederland).
       
  2. Bepaal de validiteit (relatie tussen veiligheidsscore en kans op fietsongeval) van het systeem.
    Om de validiteit te kunnen bepalen, wordt aanbevolen:
    • te bevorderen dat regionale en lokale overheden meer gegevens beschikbaar stellen over dynamische factoren, in het bijzonder intensiteiten (expositie) van fietsverkeer;
    • om een goede registratie van fietsongevallen (locatie, toedracht, gevolgen) te bevorderen. De ANWB kan bijvoorbeeld onderzoek stimuleren naar de toepassing van mobiele technologie en diensten waarmee fietsers ongevallen kunnen laten registreren bij een meldpunt;
    • de veiligheidsscore empirisch te toetsen (bepaal de samenhang tussen de veiligheidsscore en de kans op fietsongevallen).
       
  3. Stel de betrouwbaarheid van de coderingen van indicatoren vast door na te gaan of coderingen van indicatoren met elkaar overeenkomen als die worden uitgevoerd door verschillende personen.
     
  4. Zorg voor betrokkenheid van wegbeheerders bij de verdere ontwikkeling van de veiligheidsscore van het systeem door pilots in de praktijk uit te voeren, zoals de pilots in Fryslân.

ANWB has initiated a project to improve the safety of the cycling infrastructure in the Netherlands – and, in the longer term, also in other countries: the Safe Cycling Network project. This project was inspired in part by the international European Road Assessment Programme (EuroRAP/iRAP). The objective is to develop a system of expertise, an expert system, to help road authorities assess the cycling infrastructure (and therefore bicycle safety). To this end it is especially important to proactively take a survey of unsafe cycling infrastructure and take measures. ANWB asked SWOV to provide the scientific justification of the project, which is embodied in this report.

Working method

The system came about as a result of a number of phases, the first of which comprised a desk study and consultation with bicycle safety experts (road authorities). This focused principally on the importance of risk-enhancing factors for cyclists. Based on this a set of indicators for lack of safety in the cycling infrastructure was selected. It was then determined how road authorities can use these indicators to assess the cycling infrastructure in practice. Pilot projects were launched in two municipalities (Harderwijk and Goes) to gain practical experience of the system. Additionally, a perception survey was carried out in which cyclists assessed the safety of bicycle facilities. These new practical insights improved the practicability of the expert system.

Result

The result of the project is a system that is described in Appendix A. To be able to apply the expert system, a working method involving two instruments was chosen. Firstly, a checklist (interface) was developed with indicators that impact on the safety of the cycling infrastructure. Secondly, a procedure was developed that allows road authorities to assess the cycling infrastructure on the basis of the interface and 360-degree panoramic images of the cycling infrastructure (supplied by CycloMedia).

Conclusions

In practice, the system proved useful for the systematic gathering of data on the safety of the cycling infrastructure and comparing this data. The system is also suitable for identifying locations that (based on indicators) are assessed as unsafe.

Furthermore, the expert system needs to be expanded or data need to be entered for the following topics:

  • Insight into the relationship between a location that is assessed as unsafe and the risk of a cycling crash (validity of the system). In particular, there is a lack of essential data on:
    • the volume of bicycle traffic (exposure);
    • the location, facts and consequences of cycling crashes;
    • weighting factors of indicators with which a final score can be determined for the safety of the cycling infrastructure;
    • the degree of validity of the expert system: is there a correlation between the final score of locations and the risk of cycling crashes at those locations when making safety predictions (cycling crashes);
    • formula in which the indicators and weighting factors are incorporated in a single final score for each road section (the output of the system).
  • Knowledge about the extent to which different people encode the indicators of cycling infrastructure in the same manner (reliability).
     
  • Applying the system outside the Netherlands to ensure that it is also valid for the local cycling infrastructure in other countries.

Recommendations

The following recommendations are made on the basis of the conclusions:

  1. Seek alliance with the EuroRAP method
    This offers the following possibilities:
    • Interchange of knowledge for the purpose of further developing the system;
    • Application of the expert system outside the Netherlands and adapting it to the prevailing situation there;
    • Management of the system so that it is possible to compare research results (inside and outside the Netherlands).
       
  2. Decide the validity (relationship between the safety score and the risk of a cycling crash) of the system.
    To determine the validity we recommend:
    • ensuring that regional and local government make more data available on dynamic factors, in particular the volume (exposure) of bicycle traffic;
    • ensuring that cycling crashes are properly registered (location, facts, consequences). for example, ANWB can encourage research into the application of mobile technology and services that allow cyclists to register crashes with a hotline;
    • testing the safety score empirically (determine the correlation between the safety score and the risk of a cycling crash).
       
  3. Establish whether the indicators have been coded reliably by finding out whether they are consistent if they have been set by different people.
     
  4. Ensure that road authorities are involved in further developing the safety score of the system by carrying out pilots in practice, such as the pilots in Fryslân.
