The present situation in the Dutch policy for traffic and the environment is as follows. After any future problems have been described, goals for one or more future years are defined. Then the measures used to attain the goals are described. This is not enough. More attention has to be paid to the processes that lead to reaching the goals and to the possibilities for reaching the goals on the longer term. Otherwise the result can be that the situation produced in, for example, the year 2010 or 2015 will provide little opportunities to reach longer term goals. Models have to give more information about the dynamics of processes.
