Adjustments to the Oudewater-Montfoort provincial road; Second opinion and assessment of the process progress. The safety on the provincial road between the market towns of Oudewater and Monfoort leaves much to be desired. The Province of Utrecht (together with parties involved such as the municipalities of Oudewater and Montfoort, an inhabitants' committee, and the police) wants to improve the road segment's safety. In order to do this, the province commissioned the traffic consultancy DHV to carry out an investigation. Seeing as the province wanted to be sure that DHV advised a good approach, it asked SWOV for a second opinion. This is a report on this second opinion. We examined 1) if DHV's proposal sufficiently solved the problem, 2) if the possible solutions had been sufficiently studied to make a balanced choice, and 3) if DHV had sufficiently explained the advantages and disadvantages of their solutions. This part of the second opinion is a matter of substance and engineering technology. This second opinion also deals with the question as to whether the Province of Utrecht had been through the decision making process in the right way.
