About the Future Form of the Highway Toll Collection in Japan ... Mechanization/Electronic Money/Remote Monitor....

Abstract

The payment means of the Japanese highway are the electronic toll collection system (ETC) and cash. If the ETC utilization rate increases, the cashutilization rate decreases necessarily. Even if the cash utilization rates decreases, the rates do not become to 0%. Therefore, highway agencies must always deploy toll collecting staffs in collecting booths. The authors arrange an automatic collecting machine in substitution for a collecting booth and aim at zero staff of collection to push forward promotion of efficiency of the toll collection. Customers pay tolls in collecting machines by themselves. The problem in the case is that the operating time becomes longer (operating time is what is necessary seconds for collecting toll). The possible solution is to introduce electronic money in the Japan highway payment firstly.
