An access categories approach to road classification.

Abstract

This paper summarises the rationale, basis and application of the “access management category” approach to provide a clear statement of the expectations regarding access across a road boundary. The categories are distinguished on the basis of key parameters (limitation of access points, management of traffic operation, design details etc.). Seven access types, from full access control to local access streets, can be distinguished in urban and rural areas and will be described in outline. The allocation of an access category to a given road is a planning matter, and provides an explicit statement of the planning authority’s expectations and requirements in respect to the access provisions for a given site. Clearly, the responsible road agencies have a role in the allocation of access categories to those road elements serving a primary traffic function. Once the access categories are applied, there are opportunities for delegation of at least some planning decisions affecting major routes.
