Abstract

This manual provides technical information on access management techniques, together with information on how access management programs can be effectively developed and administered. It addresses issues of relevance to state, regional, and local practitioners, and discusses the variety of circumstances or situational factors that agencies may face. It takes a comprehensive approach to access management, in an effort to integrate planning and engineering practices with the transportation and land use decisions that contribute to access outcomes. Practical information on a range of issues and applications was incorporated throughout the various chapters. The manual begins with an overview of key concepts and principles to provide readers with a conceptual understanding of access management. In Chapter 2, the research to date on the effects of access management on safety, operations, the economy, and land use and the environment is reviewed. Information and examples for developing an access management program for state, regional, and local agencies are provided in Chapters 3 and 4. In Chapter 5, an explanation is given of the relationship between roadway classification and access management and how to assign access management standards to roadways through access categories--a key aspect of program development. Considerations and steps in developing a corridor access management plan are addressed in Chapter 6. The subject of land development and access is addressed in Chapter 7, with an emphasis on policy and regulatory issues. The latest procedures for evaluating access location, spacing, and design are reviewed in Chapters 8 through 10. Considerations in the application of medians and continuous two-way left-turn lanes are discussed in Chapter 11. The process of access permitting is examined in detail in Chapter 12. Coordination and public involvement are discussed in Chapters 13 and 14, respectively. The manual concludes with an overview of right-of-way and legal considerations. Several appendixes are included to assist the user. Appendix A provides a menu of access management techniques and information on their application. Appendix B contains case examples of access categories. Appendix C is a paper by Philip B. Demosthenes, entitled "Access Management Statute Prototypes and Regulatory Elements."
