Abstract

Due to rapid development of previously vacant land as well as changes in land use along important traffic corridors, the City of Pretoria is under increasing pressure to provide access to and from street network, especially along major arterials. The paper describes a policy developed for the City Council that would set the requirements for accesses on different classes of streets. The goal of the policy is to prevent future capital expenditure for replacing obsolete streets and roads while still encouraging development. (A)
