Abstract

This opening-speech emphasizes: (1) the value and necessity of independent investigations into the causes of accidents in general and accidents in different types of transport in particular; and (2) the establishment of an international association comprising all the independent and permanent investigation committees and councils active in the fields of aviation, road and rail transport, and shipping.
