Abstract

This report reviews the current practice of highway authorities in the field of accident reduction and prevention, following a questionnaire circulated in 1987 and subsequent interviews with selected authorities. The questionnaire responses are summarised, mostly in tabular form and comparisons are made with a similar questionnaire circulated by the institution of highways and transportation (IHT) in 1982. The characteristics of the annual programmes for both years are analysed in detail. Although accident reduction programmes are well established in authorities at county council level and are now being set up in the former greater London and metropolitan county areas, very few authorities fully meet the IHT guidelines for staff or budget.
