Abstract

Ways of achieving community participation in highway planning are discussed. Some of the suggested steps are a) work with the community to establish the need for the transportation facility; b) recognize ''objective-oriented'' and '' impact- oriented'' community participation; c) recognize that the community is a composite of many interest groups; d) evaluate cost and benefits; e) close cost benefit gaps for each interest group.
