Abstract

This is the first in a series of reports to be produced for the Australian Capital Territory (ACT) Department of Urban Services Stage One of the ACT Novice Driver Safety Project. This report presents the results of a review of past research into the factors that contribute to the over-representation of young drivers in accidents, what can be done to alter some of those factors, which factors cannot be altered, and the features that have contributed to successes and failures among past interventions. The review included information relating to program content, the medium of its delivery, the mechanism by which the program seeks to influence the behaviour of novice drivers (including the theoretical framework underpinning that mechanism) and the relationship of programs to the communities in which they took place.
