Abstract
The control of vehicle speeds is the principal factor in the control of hazard situations. The action program outlined is based on the following criteria: (a) the driver must know the permitted speed at all times (b) he must be alerted when his speed exceeds the limits (c) he must know that his violation of the speed limit will be detected and (d) he must know that violations detected will be recorded and repeated offenses punished.
