Adaptation of the HCM 2000 to a planning level implementation.

Abstract

The Florida Department of Transportation (FDOT) has developed a Quality/Level of Service (Q/LOS) Handbook that is intended to be used by engineers, planners, and decisionmakers in the development and review of roadway users' quality/level of service at planning and preliminary engineering levels. Specifically, the Handbook's analysis methodologies address signalized arterials, freeway facilities, and two-lane and multilane highways. The Q/LOS estimation techniques contained in the 2002 edition of the Handbook are planning level implementations of the methods and procedures contained in the 2000 edition of the Highway Capacity Manual. Additionally, the arterial planning methodology takes a multimodal approach by encompassing analysis techniques for scheduled fixed route bus transit, pedestrians, and bicycles based respectively on the Transportation Research Board's (TRB's) Transit Capacity and Quality of Service Manual, and the Florida Department of Transportation's (FDOT's) Pedestrian and Bicycle LOS Models. The FDOT contracted with the Transportation Research Center at the University of Florida to assist with the development of some of the planning level analysis procedures, and to implement all of the Handbook's procedures into a software package. The resulting software package is a suite of software programs, known collectively as LOSPLAN (level of service planning). The component programs of LOSPLAN consist of ARTPLAN (for arterials), FREEPLAN (for freeway facilities), and HIGHPLAN (for two-lane and multilane highways). Each of the programs will calculate appropriate service measures (e.g., density) and corresponding LOS values, based on specific roadway, traffic, and control characteristics. The programs also calculate maximum service volume tables for use in generalized planning applications. This paper provides an overview of the history of the Handbook, an overview of the analysis methodologies contained within the Handbook and LOSPLAN software, and an overview of the functionality and features of the LOSPLAN suite of software programs.
