Abstract

This study was conducted by the Insurance Research Council to determine the adequacy of state motor vehicle records as a source of information about the driving performance of individual motorists. The following presuppositions were examined: (1) whether a reliable record exists on each individual driver's accident and traffic violations; and (2) whether auto insurers have access to that record.
