Administrative review, analysis and recommendations for California's heavy vehicle operator licensing program.

This report describes heavy vehicle operator licensing policies and procedures in California and recommends additions and modifications which are intended to improve the safety record of new drivers and to monitor more closely their driving safety after licensing. Project tasks consisted of an administrative review of the current licensing system and an analysis of statistical data on heavy vehicle operators in California.
