Abstract

The main objective of the ARROWS Project (Advanced Research on Road Work Zone Safety Standards in Europe) were: (i) development of a unified range of applicable road work zone safety measures and principles that should govern the planning, design, implementation and operation of road work zones so as to mitigate their adverse effects on the safety of workers and road users; and (ii) production of a handbook for practical guidance to network managers at all levels. The work carried out for ARROWS consisted of: (i) reviews of road work zone safety issues; (ii) an interactive international workshop; and (iii) compilation of safety principles and recommendations of a framework for European standards. ARROWS Workpackages 1 and 2 were dedicated to the reviews of road work zone safety issues. The ARROWS Workshop (Workpackage 3) took place in Athens in November 1997. The work carried out for ARROWS Workpackage 4 provided the main background to the Practical Handbook.
