Abstract

This paper presents an overview from the paving contractor's and consultant's perspective relating to the development and implementation of asphalt concrete paving projects tendered by Alberta Transportation and Utilities using End Product Specifications (EPS). Since 1990, South Rock Ltd. and HBT AGRA Limited have been involved in over 30 EPS tendered contracts involving the construction of about one million five hundred thousand tonnes of asphalt concrete pavement. This paper discusses impacts to the contractors' operations while successfully competing on EPS projects by relating their experience with equipment purchase and supply, materials engineering and quality control requirements.
