Abstract

This paper concerns the situation in Kabardino-Balkaria, Russia. The role of alcohol in crashes is significant. It has been seen that drunken driving occurs more frequently among drivers of private vehicles. Safe driving performance is also affected by pedestrians being drunk. Until now, there has been no adequate government programme to decrease the amount of drunken driving. The regional programme "Safe Roadside" incorporates a set of measures to control alcohol and drug abuse in drivers and to launch an educational programme in the whole population.
