Abstract

Michigan lowered its legal drinking age from 21 to 18 in 1972. In March, 1978 the drinking age was raised to 19 and it was explicitly stated in the legislation that the effects of this change must be monitored over the next three years to see if the law accomplishes its purpose in reducing alcohol problems. A review is given of the current and future policy research activities, and the way how this research is set up is presented.
