Abstract

The paper focuses on recommendations for treating drunken drivers who are identified as alcoholics or problem drinkers through the penalty system. The authors believe that a program combining strict enforcement of punitive measures with educational and rehabilitation programs would give the courts the flexibility needed to select the most effective means of processing convicted drunken drivers through the criminal system.
