The present report describes the theoretical and practical preparation of an in-depth qualitative field trial on alcolocks in four European Union member states. The aim of this trial is to study the psychological, sociological, behavioural and practical impact of alcolocks on five groups of thirty drivers (Spanish and Norwegian public transport drivers, German goods transport drivers, Belgian recidivists and Belgian alcohol dependent patients). Alcolocks will be installed in these drivers' vehicles for a period of one year. Before, during and after this period the participant's attitudes towards drinking, driving and drink driving will be investigated by means of questionnaire-based interviews and compared to the data recorded by the alcolock. After the twelve-month period a sample of related subjects of these groups (respectively passengers, company management staff and persons living together with the driver for the last two groups) will also be interviewed. All together these data will provide an in-depth exploration of people's real life experiences with alcolocks in a European context. The recommendations resulting from this research, and the hypotheses it generates, will serve as a necessary step towards further quantitative trials and the legal implementation of alcolocks in Europe. In this deliverable the results of the literature review, the general study design and the practical preparations of the national trials are presented. The general introduction explains the rationale behind our qualitative research on alcolocks and describes how the different aims are operationalized through a questionnaire-based approach. Next, the method for the analysis of the interview-data and the alcolock's datalogger-data is presented. Finally, a detailed description of each of the commercial and non-commercial field trials is given. This includes an overview of the backgrounds of each of the trials, a description of the materials to be used and a description of the procedure to be followed for the inclusion of the research subjects and the actual execution of the twelve-month trial. As the first alcolock devices will be installed in September 2004, this report evidently does not contain any results. The implementation process reports that are added for each of the national trials do however allow to judge the progress made to date, and already reveals some information on the difficulties a small-scale introduction of alcolocks in Europe is facing. The main goal of this report however is to allow a thorough discussion on the methodology and ultimately a further optimisation of the proposed procedures. Obviously, this deliverable will be followed by a complete report of the project's results and conclusions, once all the data have been collected and analysed. (Author/publisher)
