Abstract

The decision to go on travel, by which transport mode and along which route, is taken by the individual. The authorities are strictly speaking practically helpless in the developments of traffic and transport. Still countermeasures are possible, if very carefully applied, to influence the extent in which and the way on which is travelled. Spatial dispersion of activities, external effects application of the infrastructure, and criteria for a mobility policy are such measures.
