Abstract

Congestion keeps growing in The Netherlands. From the earlier overlook titled "If we praise and price mobility", another new study is made for a fully user-pay road system. It means that six providers can exploit the motorway system. Another twenty to twenty-five providers are needed to exploit the regional and local roads. The car users have to pay for road use after parking their cars. When a car trip ends by using the entry of a house, building or territory, the owner or user of that house, building or territory will receive the bill for the road costs from the users of his entry. The described system will reduce the total car use by 16%. Every tax payer receives a benefit of 250 Dutch guilders each month. The car user's costs will increase by 170 Dutch guilders each month after the deduction of the above-mentioned tax reduction. (A)
