Abstract
A novel model approach to estimate realistic assignments and limits to traffic growth in highly congested future scenarios, when unrestrained demand would give rise to inacceptable operating conditions is introduced. The proposed method uses a duplicate of the original network, to which traffic can self allocate, and standard assignment packages can be used for its solution.
