Abstract

This paper describes the concept of integrated environmental traffic monitoring and control. The system requires an organisation that integrates a number of participating agencies that collaborate continuously in real time. Decisions are taken by the partners for a coherent, integrated control of the transportation network according to an agreed protocol of conduct. Network control is achieved by automated procedures that regulate traffic flow through a telematics-enabled infrastructure. The system, through a well-defined protocol and a telematics-enabled architecture, can efficiently and effectively exercise pro-active traffic management without resorting to crisis measures and controls.
