Abstract

The function of police enforcement is to create a probability of detection which will deter drivers from drinking. In practice the effects of enforcement campaigns have been limited to the short term. This paper analyses the elements of enforcement and suggests how to evaluate the effectiveness and efficiency of these elements. Despite the complex relation between probability of detection and drinking and driving, this probability is used as the most important criterion of effectiveness.
