Abstract

The Roads and Highways Department of Bangladesh uses the highway development and management (HDM-4) model to determine its annual maintenance plan (AMP) for its periodic maintenance program. In 2005, the AMP results were initially found to be inconsistent with field observations. As a result, several HDM-4 reruns were required to obtain consistent results. This paper discusses the current analysis in detail, and reveals that data quality assessment is mandatory for obtaining consistent results. The research recommends analysis of the reliability of the database before use, to improve treatment intervention criteria and set calibration parameters of the HDM-4 model appropriately for obtaining better HDM-4 outputs.
