This paper introduces the outline of overall speed surveys that were systematically carried out by Ministry of Construction at the former primary national highways, in 1964, and reports on the relationship between roadway factors and overall speed obtained from the result of investigation data analysis. The roadway factors, such as road surface, roadside conditions mountainous flat or on berein, and the influential degree of each of the above factors against overall speed was approximately estimated by analysing each factor in the investigation data. The result of these analysis is qualitatively different from phenomenal analysis of sport-speed survey, however, it would be practically applied as fundamental data for predicting the economic effects of highway improvement.
