Abstract

In order to gain insight into the problems which local authorities might encounter in implementing the provisions of the heavy commercial vehicles (controls and regulations) act of 1973, the department of the environment made available to hertfordshire county council advice from several parts of the department and provided additional funds to enable the county to extend the scope of its lorry planning studies carried out in connection with the act. In return the county permitted trrl to observe its lorry planning process in detail. The report describes this process up to the stage at which proposals were published for comment, discusses the problems encountered and lists findings which could be of use to central and local government.
