Abstract

This is the report of a study which attempted to determine whether or not the operations of High Occupancy Vehicle (HOV) lanes on SR- 91 in Los Angeles county and SR- 55 in Orange County, have contributed to declines in levels of safety. The study identified changes in the safety condition on each route, determined the potential causes of such changes, and identified possible actions to mitigate any adverse impacts particularly any impacts associated with the operation of the HOV lane. General conclusions and recommendations from the study are presented, and case studies of mixed- flo additional lanes are described.
