Abstract

PORTICO Project designed its WP400 in such a way as to define a framework to charge the heavy goods vehicles according to the damage they cause to the road, and integrate it with existing automatic debiting techniques. The basic systems are Weigh-in-Motion and Vehicle Identification. The combination of these two systems together with the model for tarification will enable the payment by direct debiting of the toll allocated to each heavy vehicle. This paper discusses pavement damage and the way in which it is proposed to link Weigh-in-Motion to toll collection on the Portuguese motorways, as well as the preliminary analytical model developed.
