Courses for restoring a person’s fitness to drive in accordance with §70 German Driving Licence Regulation (FeV)), subsequently referred to as §70-courses, are traffic-psychological group measures for persons who have become conspicuous in road traffic with alcohol and/or drugs related offences. In these courses, deficits in aptitude that have been identified in the assessment of fitness to drive (medical-psychological examination, MPU) are to be eliminated. After successful completion of the course participants will be issued a new driving licence without a repeat assessment, i.e. these courses have legal consequences. Accordingly, the courses must meet high quality requirements. This also includes the regular evaluation of the courses. This report defines uniform requirements for evaluation which can be applied in the future by the organisers of the §70-courses, but also in other areas promoting fitness to drive. They should contribute to increasing the transparency and comprehensibility of evaluation results and at the same time point out new possibilities for evaluation. The working group has developed the following recommendations for evaluation, a binding specification is recommended: - Criterion: relevant repeat offences; - Data bases: ZFER (Central Register of Driving Licences) and FAER (Register of Driver Fitness); - Sampling (generally to be determined before the investigation): for smaller institutions: complete survey from two recruitment years, for larger institutions: random sample from two recruitment years; - Observation period: three years from date of new issue; - Limit value for evaluation of course performance: 10%. For an evaluation, at least seven years should be estimated as investigation period including design of experiments. (Author/publisher)
