Abstract

The French Ministry of Transport's new guideline to assess road investment projects in inter-city areas from an economic point of view is described. This includes appraisal of effects in monetary and non-monetary terms but does not include the spatial distribution of economic effects (such as accessibility and employment), which is separately estimated for during and after construction. It is also proposed to assess the consequences of a new road on the intensification of competition between companies due to accessibility gains which bring markets closer.
