Application of costing methods.

Abstract

The paper considers expansion of a service until marginal cost of an extra bus equates to either marginal revenue gained or to average revenue per bus, to illustrate the underlying issues in using costing for service planning. It indicates how inclusion of overheads in subsidy is related to whether service is contracting or expanding. Allocation of overheads between jointly-operated routes is discussed and a numerical example is given.
