Abstract

Considerable public funds are being allocated for transit operations, and a method is needed to ensure improved quality of transit service and increased efficiency of operations. Operating guidelines and standards developed in Pennsylvania specify elements of service, such as speed, reliability, capacity, and comfort, that must be provided under different conditions.
