Abstract

The program budget process seeks to clearly define and evaluate in logical sequence the budgetary decision-making process. Since highway departments are being required to provide more comprehensive justification for budgetary increases to the governor the legislation, and to the federal government, program, budgeting implementation is needed. The theory of performance budgeting may find application in some activities that are measurable and may be budgeted on a unit-cost basis.
