Abstract

This paper describes the Department of Transport's programme QUADRO (QUeues And Delays at Roadworks) which provides a monetary value for the costs caused by traffic delays and which can be used to assess the traffic delay costs during bridge maintenance. Travel times are assessed as either working time or non-working time and different values applied. The likely increase in accident rates are calculated and monetary values assessed using the `willingness to pay' approach. Vehicle operating costs cover fuel and non-fuel elements. QUADRO applies a general delay model to a network with a main route and representative diversion. The uses of QUADRO and its limitations are outlined. For the covering abstract see IRRD 873927.
