An extensive series of policy applications of PTOLEMY, a new computer simulation model of transport and land use activities in the UK, is presented. The focus of the paper is placed on the role that the model has played in supporting the appraisal of economic and housing growth strategies at sub-regional and local levels. It uses case studies that demonstrate the significant value an integrated model brings in providing robust evidence fordeveloping spatial, economic, and transport strategies. The PTOLEMY modelhas been commissioned by a partnership of regional and local authorities with responsibilities for planning, transport and economic development of the area, and the Highways Agency which is part of the UK Department for Transport. The initiative is the product of an active regional partnering arrangement which aims to develop a joined-up approach to economic, transport, housing and development issues. PTOLEMY represents a step change in the approach to modeling, in response to the emerging policy initiatives that address new economic geography, regeneration, demographic change, the carbon agenda and the locking in of user benefits through effective travel demand management that is based on pricing and smarter measures. Through breakthroughs in software technology, the model also offers a step change inspatial resolution and activity segmentation that are appropriate for theneeds of Local Development Frameworks. The model results are expected to contribute to the debate on the integration of transport and land-use planning through cutting-edge research and dissemination of good practice. Theextensive use of the model demonstrates that the new model makes a far more effective contribution to the debate than the previous generation of models, in assessing the effectiveness of policy initiatives and in establishing a GIS-based digital framework for monitoring progress in policy implementation. The model results will include a wide range of aspects for the planning of sustainable patterns of sub-regional and local development, e.g. developing / implementing integrated land-use and transport strategies to create sustainable urban extensions; changes in regional and local accessibility patterns; assessing the impacts of land-use change on transport demand and congestion; phasing of development in different areas; demand management strategies (both smarter choice incentives and pricing measures); impacts on social inclusion; and impacts on energy use, carbon, and pollutant emissions.
