Abstract

As city size becomes larger, the individual non-work travel demands of residents become more significant in comparison with those of smaller cities and areas. A theory was developed that if a good basic major street system is provided, it will provide travel service for trips of all purposes. The use of census trip-to-work for small-area travel forecasting and transportation planning, including mode selection, is described.
