Approaches to transport policy. Two examples from London.

Abstract

The merits of two contrasting approaches to transport policies for London are considered. The first is the goals- based transport policy assessment format first set out by the transport group of the London Strategic Policy Unit (LSPU) in their document "Transport Policies for London" (TPL) in 1986. The second is the very different approach taken by the Department of Transport and their consultants in the London corridor assessment studies which were published recently. The establishment, status and remit of the transport group of LSPU is briefly described and the purpose of the TPL document explained. The innovative nature of the goals- based approach is presented.
