Abstract

It is not the question to built or to built not new roads. It is the question to make a method to optimise the whole road network. Therefore the following questions must be answered: (1) How should budgets be spent in such a way that public interest is served optimally; and (2) how can politicians be made to understand the budgets needed once certain political aims have been stated?
