Abstract

For the best treatment of accident victims the organization and manpower for the patient care is done most effectively by a local council representing all lay and professional people concerned with the welfare of the acutely ill or injured victim. This council must evaluate, coordinate support, upgrade, and supervise the emergency care program of the community, regarding governmental standards.
